Puerto Plata is very peculiar as it is a rural town yet it is (or was) constantly being injected with tourists. It is one way for foreigners to casually interact with “traditional Dominicans” and relax.
The thing is, that experience can’t compete with Punta Cana’s loudness and all inclusiveness. It’s a lot easier to put together a travel package to Punta Cana with all it’s Coco Bonginess.
That’s my opinions as a Dominican for all it’s worth.

When the average person goes to the travel section of their local newspaper, what do they see? Punta Cana and fabulous air, hotel, transportation packages. Of course that's where they're going to go. It's all about marketing.
Puerto Plata went downhill a long time ago. Word got out. Some AI's have renovated, but a bad rep is hard to turn around. The rest of the north coast is barely mentioned and marketed compared to PC.

While it's true that driving down a street in say the Torre Alta neighborhood a person might see a group of cattle crossing the street or just standing there staring at you while you wish they would clear up the road to be able to go already (been there, done that), Puerto Plata hasn't been a rural town or even a town for decades.
