The Ministry of Public Works has closed dozens of illegal and highly dangerous crossings, access roads and turnarounds on the Duarte Highway between Santo Domingo and Santiago. These informal, and deadly improvisations, generally made by locals, have caused a great number of accidents and fatalities when drivers suddenly appear or suddenly slow down to cross to the other side of the four-lane highway. The Duarte Highway is far and away the busiest roadway in the Dominican Republic.
