JCE makes official winners of the presidential and congressional elections

The Central Electoral Board (JCE) issued five resolutions with the winners of the 19 May 2024 election for President and Vice President, senators, territorial deputies, national deputies, and Central American Parliament deputies. With the issuing of the resolutions (41-45), the election process is officially concluded.

The JCE established that President Luis Abinader, running for the Modern Revolutionary Party (PRM) and allies received 2,507,297 valid votes, or 57.44% of the vote. To win the election, 50% + 1 vote was necessary. The runner ups were former President Leonel Fernandez for the People’s Force Party (Fuerza del Pueblo) with 1,259,427 votes or 28.85%, and former Santiago Mayor Abel Martinez, with 453,468 votes and 10.39% for the Dominican Liberation Party (PLD).

The other presidential candidates in the 19 May election received the following votes:

Roque Espaillat, for te Partido de la Esperanza Dominicana, 59,396 votes or 1.36%. Carlos Peña, Partido Generación de Servidores, 31,566 votes, 0.72%. Virginia Antares Rodriguez, Opción Democrática, 25,204 votes or 0.58%. Miguel Vargas, 19,70 votes or 0.45%. Maria Teresa Cabrera, Frente Amplio, 6,255 votes, 0.14%. Fulgencio Severino, Partido Patria Para Todos (PPT), 0.06%.

Resolution No. 41-2024 makes official the reelection of President Luis Abinader and Vice President Raquel Peña. The resolution reads:

“To declare as Constitutional President and Vice President of the Dominican Republic, elected in the Ordinary General Elections of 19 May 2024 according to the official results issued by the Central Electoral Board and contained in the Definitive General List of the Electoral Count: President: Luis Abinader; Vice President: Raquel Peña.”

The electoral body establishes that the elected authorities will exercise their mandate for the constitutional period that begins on 16 August 2024 and ends on 16 August 2028. The resolution establishes the Modern Revolutionary Party (PRM) and allies obtained 2,507,297 valid votes, an amount that constitutes the absolute majority required to win at this level of election, as established in the Constitution of the Republic and the Electoral Regime Law.

Resolution 42-2024 declares the winners at the Senate and Parlacen levels. Resolution 43-2024 declares the winners of the provincial deputies. Resolution 44-2024 declares the winners at the national level. Resolution 45-2024 declares the winners representing Dominican communities abroad.

The 190 members of the Chamber of Deputies are elected as part of three groups. This includes 178 who are regularly called to participate in the regular sessions and are elected in a proportional representation of 32 electoral districts of multiple members based in the 31 provinces and the National District, with the number of candidates serving the population of each province. Deputies abroad are elected for the proportional representation of Dominican expatriates in three electoral districts. The National Deputy positions are allocated to five candidates of parties that receive less than 1% of the votes at the national level, giving preference to the parties that did not have elected candidates among the 178 winners of regular deputy positions in Congress. The 20 candidates in the Central American Parliament are elected in a proportional representation.
