The Ministry of Foreign Relations(Mirex) announced that President Luis Abinader has appointed Reinaldo Rafael Espinal as the new Dominican ambassador to Vietnam.
According to a press release, the appointment is outlined in Decree No. 41-22, as part of a rotation between the foreign service and internal service within the Ministry. Espinal currently serves as the director of Asia and Oceania affairs at the Ministry.
Ambassador Espinal holds a Master’s degree in Higher Education Management from the University of Alcalá de Henares in Spain, a Master’s in Law and International Relations from the Autonomous University of Santo Domingo (UASD), and a postgraduate degree in Foreign Trade and Diplomacy from the Pontifical Catholic University Madre y Maestra (PUCMM).
Additionally, he has served as rector of the Institute of Higher Education for Diplomatic and Consular Training (INESDYC) and as an advisor to the Diplomatic Career Department at the Ministry of Foreign Relations.
