Saturday, in the presence of Ronald D?cembre, Secretary of State for Finance, Max Antoine, Executive Secretary of the Technical Commission of Borders (CTF), H?rold Etienne, Director General of the Ministry of Finance, Victor St. Louis, Director General of Customs, Miradin Morlan, Director General of Taxes (DGI) and Mr. Lesy Etienne, Assistant Director General for Legal Affairs of the Ministry of Finance; took place the signing of a protocol agreement between the Haitian Government, represented by Wilson Laleau, Minister of Economy and the Israeli firm HLSI, represented by its Vice-President Eva Peled.

This agreement on the strengthening of border management focus among others on :


The restructuring and modernization of 9 customs posts ;

The acquisition of materials and equipment ;

Border surveillance (air, land and sea) ;

Employee Capacity Building.

DR should only talk with Haiti with proof of compliance

Minister of Industry and Commerce Jose Del Castillo Savinon said on Wednesday, 28 October 2015 that the Dominican Republic would make its participation in high-level talks with the Haitian authorities conditional on the existence of previous indications of the Haitian government's intention to comply with any agreements reached. Del Castillo said: "We are not going to Port-au-Prince to waste our time."

Castillo Savinon issued his warning after the Haitian authorities repeatedly failed to honor previous commitments agreed upon with the Dominican authorities. This is in addition to what has become routine practice on the part of the Haitian authorities, which have taken several unilateral decisions that violate international trade regulations and without notifying the affected parties.

The minister made these statements in response to questions from El Nacional reporters about the time frame (15 days) agreed for a visit by President Danilo Medina to Haiti in order to resume talks with President Michel Martelly.

The two-week period concludes today, Thursday 29 October 2015, but Del Castillo said they should wait until the Haitians conclude matters related to last Sunday's presidential elections.

He said that once things were back to normal, the talks, which are aimed at tackling the problems affecting cross-border trade, could resume. During an interview on the "Hoy Mismo" morning talk show, he stated emphatically that the Haitian ban on 23 Dominican products lacks any basis and in the long term the Haitian government would suffer the most through the loss of customs duties and the increase in informal trade. He said barely 30% of trade with Haiti is carried out formally.

Monday, Jos? del Castillo Savi??n, the Dominican Minister of Industry and Trade, warned that if the process of dialogue between the Dominican Republic and Haiti concerning land transport ban on 23 products by Haiti http://www.haitilibre.com/en/news-1...-ban-by-road-of-certain-products-from-dr.html failed, the Dominican Republic, in addition to the complaint already filed with the World Trade Organization (WTO), will bring the matter before other international organizations "We are now in a process of dialogue that we have to run out, if the dialogue does not work, then the Dominican Republic will see what agencies and what actions to take to make know to Haiti that it violates international agreements and the lifting of the ban is required."

Furthermore, the Minister Savi??n has indicated that officials from both countries will meet again in the coming days on this sensitive issue.

Regarding the claim against Haiti, Morga Claris, the WTO Representative in the Dominican Republic, said that the Dominican complaint has no date to be processed at present, the international body having other pending cases in progress."

Before the Haitian government increases bureaucracy with ban and monitoring of products. It should work to maintain a stable government. Spending time, threatening and disrupt trade with the DR is not the best option to repeatably play. I am not a fan of may DR polices. Sometime they need to be woken up.

The DR did run to the aid of Haiti during the earthquake crisis which was a prolong event, to provide logistics and other resources. Where is the gratitude being returned to the DR? Did I miss it during the unstable times of the president and parliament, not functioning.

Even if the ban is not really affecting pores boarder trade. Creating a concept to restrict good to average person is crazy. Reduce the aid to Haiti.

You are misinformed.

The international community came to Haiti's aid after the earthquake.

DR was used as a way to bring some of the goods in to the profit of dominicans.

"Reduce the aid to haiti"????? what AID???? DR does not give AID to Haiti.

As for monitoring the dumping of dominican goods into Haiti, it is Haiti's right to do it when it wants and how it wants.

If DR does not like it, tough. It's a big world, DR should seek other markets.

I stated the DR "did run to the aid of Haiti". This means providing some assistants with logistics or other resources to help. Not necessarily "giving financial aid of donations" which many countries promised and fell short on delivering. You can review some of the UN's press releases and USAID situation reports.
Haiti has been receiving various NGO support from the international community before and after the earthquake. My point, a few billion was issued for assisting in reconstruction.
The current international AID and NGO support should be withheld.

I can not disagree with you on the narrow priorities the DR has related to commerce.

Reality remains the same, regarding the increase in cost to the average person to purchase goods. I hope it will be Haiti's priority to negate any price increase, because the Haitian people "did not" have a vote on this policy.

Your statement is inaccurate. This not a matter of Haitian people doing what they want, it is politics as usual and tell the most vulnerable population, DEAL WITH IT.

It is odd, the majority of the infrastructure was not operational in most of the planned boarder points, BEFORE implementing the ban.

European Union ambassador urges Haiti to lift the ban

Santo Domingo.? European Union ambassador Alberto Navarro on Friday revealed that the leaders of the Dominican Republic and Haiti asked him to accompany the foreign ministers of both countries to the dialogue seeking to reach an agreement on Haiti's decision to ban the import of 23 Dominican products by land.

Before the meeting ambassador Navarro and his colleague in Haiti will meet within the framework of the Binational Fair which opened today, where they will discuss issues related to border development.

In a National Palace press conference after attending a meeting with president Danilo Medina and European Investment Bank (EIB) vice president Pim Van Ballekom, Navarro said the EU would like to help both countries in achieving a fruitful dialogue.

Among the banned products are flour, cement, cooking oil, soap, detergent, bottled water and auto paints. Navarro suggested that if the ban cannot be lifted at once, it could be done gradually.

A vote????? since when did populations have to vote on government's foreign policy decisions.

A government is elected/selected exactly for the purpose of making these decisions.

Again, Haiti's vulnerable population or infrastructure is none of yours or DR concerns.

These are Haiti's and Haitian's issues to resolve.

Haiti has the right to decide how and when and if any dominican product will enter its territory.

Haiti needs to ignore the European.

There is no actual ban, these products can still enter by the points of entry ordered by the Haitian government.

If DR cannot abide, they should sell their stuff somewhere else.

In theory, a functional government does administer policy. There are instances when foreign policy is predicated on a popular vote of the people.
Some countries vote via elected officials and popular vote, a referendum. To enter into the EU system or separate from the EU system.

It is not unusually to place questions on the ballot during an election.

You have a position which is based on the right of self governance, which I can respect.

Your points and position remain absence, providing an explanation for avoiding a cost burden place on the average Haitian. For this shaky foreign policy experiment.
Not addressing this paramount issues, places Haitian in the same category it accused Dominican commerce.

If the Haitian government believes Haitian issues are only for Haitians to resolve, then terminated NGOs and other support seems rational. Stop the mass migrations to other countries.
The USA and the UN should reduce military operations and watch how long the population will ask to be rescued from a dysfunctional government.
I have interviewed and have recordings of Haitians asking to be saved from their government.

No Haitian I have talked with has indicated, their affairs where not my concern.
In two years, I look forward to reviewing how affective this short sided policy improved Haitian lives. Maybe you will celebrate the Haitian success story, I sincerely hope it will be the case.

Just as revoking the citizenship of Haitians in the DR did not go over quietly. The same will likely apply to the mafia type maneuver of conditional banning goods from the DR.

Haiti was heard loud and clear regarding fairness to people with Haitians heritage. Apply the same concern at home and prevent a cost increase on those good.

This is similar to Puerto Rico. If the USA would change the law and allow any ship to deliver goods to the island. The economy and life of Puerto Ricans would improve.
But the US Congress is in the pocket of shipping companies in Florida and will not give Puerto Rico the same respect as other territories.

You can not advocate about the rights of Haitian people, then ignore the responsibility to server the public interest and not Haitian politicians seeking to cash in.

So now you are telling another country's government how it has to govern......so as to protect Dominican profits.

That is not a worthy argument to make to Haiti or a Haitian.

It is just whining due to loss profits or potential loss of profits.

Maybe you should do a little historical research.

It is the international which has insisted on itervening in Haiti for the better part of its history.

At this stage, Haiti's issues are to be solved by Haitians with the assistance of willing foreign partners.

No one is putting a gun to the head of the NGOs or foreign partners. They are there to pursue their own agenda.

Your problem is your inability to accept the fact that your DR is not and should not be one of those partners.

The above would carry weight if DR was also able to stop its mass migration to other countries, same for Mexico or countless other countries that are in a much better economic situation than Haiti.

Again, the US and UN do not work for DR. Why is that so hard for you to comprehend.

The restriction on DR goods is a DR issue for DR to deal with.
