sounds like a funny dream...he should find a way to attract more tourists, rebuild the sluggish world economy...
in the states costs keep rising, taxes go up, and spendable tourist dollars are losing ground.. oh sure your grandparents can go...they have use of a time share for two weeks...but they dont go anywhere...happy to be near the ocean breeze and husband gets a massage for a bargain rates... no dinners out. maybe lunch with the new friends... but they didnt drop very much here...

Where is this place?

Folks here should check out Byron Smalley's Eco park out on Carr. Mella. Great place. Relaxing. Pool. Fishing pond. Lots for sale.

Not familiar with Carr. Melba. Where is the Eco park located?

In today's DR1 News, too:

Review called for Villas La Boca Ecological Lounge
The Association for the Protection of the Environment and Tourism in the Cabarete and Sosua Area (Asoprocaso) has criticized the decision to fast track a tourism project, on the grounds that it will cause serious damage to the ecology of the area.
Asoprocaso addressed the complaint in a letter to the new Environment Minister, Francisco Dominguez Brito. Asoprocaso president Michel Gay-Crosier reports that for the past two years they have been denouncing the occupation of La Boca lagoon, a protected area, where 25,000 square meters of mangroves and coastal-marine areas are reportedly being affected, in violation of Environment Law 64-00.
He is critical of the developers of Villas La Boca Ecological Lounge in the community of Islabon of the municipal district of Boca de Yasica. The project is located at the point where the Yasica River and Cabarete Beach meet.
Gay-Crosier says that a commission chaired by Ministry of Environment Biodiversity director Jose Mateo established that the project implementation would cause irreversible damage to all the ecosystems in La Boca. An Academy of Sciences commission also visited and rejected the controversial tourism project.
Gay-Crosier called for the new Minister to listen to engineer Mateo.
Thomas Callender, president of the Association of Hotels and Restaurants of Sosua and Cabarete (Asoreca) has backed the project, which is being developed on a 619,000m2 property. Project architect Enriquillo Urena says that the plan is to use 60,000 square meters for the construction of six two-floor “eco villas.”

I am sure most people realise that protecting the environment has never been a high priority here so,as in all things related to 'development' projects,it's simply a matter of paying off the right people.

Follow the money...

most importantly, there has to be money available. and i don't know if this is the case with the project in question or it would have become reality already.

La Boca development plans delayed by approval process

Red tape delays US$30M high-tech Cabarete project

Santo Domingo.- Many investors who look to develop projects in the Cabarete area, Puerto Plata province, face the region?s vulnerability, for which few are able to materialize their dream.

In a report by outlet listin.com.do, La Boca, a hi-tech sustainable tourism project on the drawing board is set fo lands next to the Y?sica river mouth. It features five condos, a space to develop businesses and work on technological ideas while enjoying the natural setting.

La Boca developer and plan ideologue Fabrice Grinda says that he chose the Dominican Republic as a destination after visiting several countries to establish his project, because ?it?s the perfect country since crime is much lower than in other countries,? citing Venezuela and Mexico.

He also likes the water temperature and the low cost of living. ?The most important thing is the people?s treatment, they are very friendly and the variety of food is excellent.?

Grinda notes that his plan?s idea on sustainable tourism for technology entrepreneurship is to provide a ?co-working? space where developers from around the world ?can have fun and launch their projects working together with people who have similar ideas and using Dominican programmers.?.

The cost to start building the La Boca Cabarete project is a cool US$30 million, but Grinda notes that each company will invest their money.

?La Boca, Caberete is a plan that was conceived four years ago,? he said, and complained of the country?s ?very difficult? red tape.

?At this moment the only thing lacking is the license from the Environment Ministry,? he said, adding that once obtained, it can be built in two years.

Having only just recently returned to that spot to eat at Wilson's restaurant on the other side of the river, I wondered why there was no progress. That explains the reason.

The wheels of progress here in the D.R. turn slower than Noah fornicating with a Sabine woman...and that's pretty slow. Anticipate even slower construction pace once the approval process is complete...if it ever occurs! There are enough uncompleted projects in the D.R. to go well into the NEXT CENTURY!

The big fraud of the yasica mouth project

9gawdf.jpg

The big fraud of the yasica mouth project
By caba8255 on September 2, 2017.
Since 2013, the French investor Fabrice Grinda with promoter Gordon Ganon are with the Yasica mouth project, a place really almost untouchable for its fragile ecosystem with wetland components, mangroves and dunes.

La Boca de Yasica has been for decades the recreation space preferred by the local inhabitants of Cabarete and other surrounding communities, not only because of its natural conditions of great beauty, but because the beaches of tourist exploitation have been privatized by the development of foreign investment, leaving them La Boca as the last and only option of free and healthy recreation of beach, river and sea.

But the reality is very different from what the owner and the promoter paint. It is a total fraud to the community of Cabarete when it is now seen that they want to strip 34,000 meters of public domain land to do their project

The approved plan shows that all project buildings are located outside the boundaries of the owner's lot (plot 48-B) on public land. In addition, these buildings are on the current public access road and the plan shows that they plan to cut that road well before reaching the mouth of the river and provide a parking lot for the public where they can leave their vehicles for the long walk to the mouth. This parking lot is already built on land that does not belong to the developer located in the 60 meters of the high tide, overturning dunes and protected forests.

This parking lot is already built on land that does not belong to the developer located in the 60 meters high tide, dunes and protected forests.
The environmental license clearly indicates that the project has to be totally built on parcel 48-B belonging to the developer and that the current access to the Boca de Yasica can not be altered or closed.

ENVIRONMENTAL LICENSE : PROJECT IN PLOT 48-BY NO CHANGE OF ACCESS TO YASICA'S MOUTH

PLAN APPROVED FOR THE ENVIRONMENT : PROJECT ENTIRELY OUTSIDE PLOT 48-B, CLOSURE OF ACCESS TO YASICA'S MOUTH AND TRACKS INSIDE WETLAND AND MANGROVE

The following photo checks the fraud. In green lines, they are the boundaries of plot 48-B. In white lines, the location of the construction of the project with the coordinates indicated in the environmental license. Note that the project does not have a meter to within its plot.

The green line indicates the boundary of the plot of the developer and the white line, where the project and the villa of the owner will be built. The project and the villa are totally out of the owner's plot.
In March 2017, in the Caribbean newspaper, you can read the following statements of the promoter's spokesperson:

"In response to such denunciations, José Luis Mendoza, spokesman for the Dominican Republic of La Boca Cabarete, said that the project will be developed in just 8,000 square meters of the approximately 620,000 that were purchased from its previous owners. "

These statements indicate that they are going to build on their land what is not the case. Besides that, they are not 8000 meters of construction but 53,000 meters of construction that indicates the environmental license.

In addition to catching for their project, land that does not belong to it, the violations that occurred in 2014 were repeated when they depredated hundreds of thousands of square meters of wetland, mangroves and other protected species according to what you see in that photo of Google earth February 28, 2014. The color difference between Fabrice Grinda's 48-B plot and the 48-A plot of the Geneva family indicates that there was herbicide, drainage channels to dry wetland and dozens of males to cut mangroves and other species protected

In that photo of Google earth of February 28, 2014, we see the desire to totally depredate the area of Boca de Yasica for the project of investor Fabrice Grinda. The color difference between Fabrice Grinda's 48-B plot and the 48-A plot of the Geneva family indicates that there was herbicide, drainage channels to dry wetland and dozens of males to cut mangroves
From the penalty a couple of weeks that the license was obtained, they began at once to depredate the place to achieve what they could not fully achieve in 2014.

Beginning in the southern part of the Boca, in the sector of Vera long, a track is being built within wetland and mangroves, violating laws and not considered by the license for the fragility of the place but that is seen in the map approved by environment. Not only will it destroy a large area of wetlands, but the road, raised with 2 meters of caliche over a distance of 1 kilometer to Boca de Yasica will create a long dam blocking the water outlet of the community of Vera Larga flooding community. In that area, we have up to 2 meters of water. And the trouble is that this scandal involves the Cabarete trade union, Raquel Sierra, who granted permission to Gordon Ganon against the community of Vera Larga to create a new road in Vera Larga to give access to that new track of the project. Until asphalt the part that reaches Vera Larga with the asphalt of the government and the money of our tax. It is heard that 50,000 to 100,000 cubic meters of caliche are to be thrown into the protected area.

Asphalt is the first of September the track that arrives before the beginning of track to inside of wetland in Vera Larga to supposedly throw tens of thousands of cubic meters of caliche to inside the natural water of that place.

View of depredation from place to inside of wetland and mangroves

On the northern coast, a cliff is also being hidden in a wetland, knowing that the Ministry has forbidden to touch wetlands, mangroves and other protected species.

Another attempt to track into wetland in the northern part of Boca

Closer, you can see the damage caused by the promoter in that sector
THE INTENTION OF THE PROMOTER IS CLARIFY THAT IT WILL FOLLOW THE CONSTRUCTION OF THE TRACKS AS THEY WERE ASPHALT ON FRIDAY FIRST SEPTEMBER 2017, REGARDLESS THAT AN ENVIRONMENT COMMISSION OF SANTO DOMINGO CAME AND DETAILED THE DEPREDATION ON AUGUST 29, 2017. IT SEEMS THAT THE PROMOTER BE ABOVE ALL THE AUTHORITIES AND THE LAWS BECAUSE IT DOES NOT FOR YOUR PREDATORY INTENTIONS.

In the central part of the Boca, a cleaning is done underneath the existing trees, violating the principles of the environmental license.

In the center of the ecosystem of the mouth, a clearing of the ground is being done in a hidden way
On the river bank, you can see a 30-meter cleanup, regardless of whether the license prohibits you from touching the 30-meter river.

Cleaning of the area within 30 meters of the river
A commission from the ministry of environment came Tuesday 29 August to check the depredations and are preparing a report. Note that only a violation of the license implies a cancellation of the environmental license.

THE ENVIRONMENTAL LICENSE FOR THE MOUTH PROJECT HAS NOTHING TO DO WITH THE APPROVED PLAN. WHAT DO YOU THINK?

Ah Cabarete!
Lots of gringos getting hot under the collar denouncing something that has not happened in "Their" backyard that most of the indigenous population care little or nothing about.....
Should just stick to complaining about the dreadful crime wave, terrible staff, prices at Janet's and putting up useless traffic lights instead...

La Boca was a very popular weekend party place FOR DOMINICANS up until recently. I used to go there once in a while with my wife, who is Dominican.

That's right, but it's popular with gringo tourists too and tourists are important economically for all who live and work here. It's not just a bunch of silly local expats complaining about nothing.

It was popular, but since it was cleaned off of all businesses, La Boca no longer exists for that purpose.

The amount of refuse lying all over La Boca clearly suggests that the location is not valued by the locals. If you want to sit down you'd have to clear the plastic bottles away first.
