that "leaked"plan, which was a recommendation from toursim/industry sector and secretaries, not leaked and never approved, just Recommendations to the government, is completely unimportant.
the Government announced officially this past sunday its Official 4 Phases Plan, and that is the way it goes, starting tomorrow wednesday may 20th 2020.
for my part, I am happy that the DR does Not do everything the way the USA/Florida does.
beaches here are where the masses mingle.
if you open the beaches, then you can also open the baseball stadiums, concerts, cinemas etc.
or would you await that the DR government brings up beach loungers a certain distance away from each other on all public beaches around the counrty?
theer is zero need for extra expenses on beach openings at this moment, they are a non priority part of the over all whole mess forreopening.
I believe we all appreciate the opinions of the others in this site... Look at it this way, not too many people in the Western hemisphere have ever been through such a Pandemic as CV-19... Everyone is grasping at straws.... that will make it all go away.
Some government decisions are based upon science that has just emerged and in some cases unproven. We tend to gravitate toward that science because for the most part it is as real as it gets. Politics has, unfortunately, had to make Political decisions that are not popular with all people.But it is the best they can do, and in some cases it appears to be deterring the spread. Some Political decisions are self serving while others are even helpful for the citizens. Personally I do not want the cases to level off, nor have less people die tomorrow night; albeit hopefully that shall happen. I want this to go away. I want science to come up with a medicine that will cure those with CV-19 ... and I want Scientists to invent a vaccine that will make me immune to the %#&"// disease. I really want to outlive my old mom who passed away at 101..... I am looking at Esposa Grandfather who should turn 106 on Dec 24/20. I would also like to discuss this and several other matters with you all when I have reached my 100 year mark. Ok thats enough philosophy for now....

to be open for election day could have different advanatages for the public and companies.
as they would all be allowed to operate with 100% of their work force,
so it would be easier to have a certain part of staff off for the time necessary to go to vote, may be.
watching the behavior of bussiness owners and clients here in little Veron since Monday(yes, before openings even been allowed, lol),
does make me feel that no 2nd, 3rd and 4th phase will start as "planned".IF a starting date of a phase will be "moved", then such would not be for just a few days, as they would need again a week or 14 days to "observe" and evaluate the done adjustments.
so i would not be surprised if that phase 4 would finally not happen before end JUly or even early August.
