snowbirds and similar mid term visitors are always attracted by counrties with simple to comply to rules, hence the DR is top of the listingsfor those.
it is enough to allow overstaying, this system worked very fine since a decade and half.
they do not want years long overstayers? well, set a 6 months limit, after 6 months reentry denied for the next 5 years to come.
to do such, no change of any DR law necessary, just a little modification of the overstay fees brochure on a Excel Spredsheet.
because to deny entry to anybody who overstayed 1 day or 50 years, is already allowed by LAW.
they just need to change a little bit on their HANDLING of the Law and all will be happy.
