Is a person in another nation for 6 months truly a tourist?
I would say after 6 months and to a full year that changes. I don’t think it makes sense to compare with other countries though. And the DR does depend a lot on its tourism industry.

So what I understand from thread and the Guzman interpretation/legal opinion explained by Caonabo is that the first year its pretty much accepted the overstaying but after a year an overstayer “should consider” legalizing. Isn’t it fairly clear and actually strong words and maybe thats the practice that will be more formalized. If you are an overstayer for over a year you should probably seriously be looking at legalizing.

In all fairness, I did not explain the words of the Guzman firm. I provided a link to a quote issued by them, that has not received it's proper attention within this web forum by some with differing points of view regarding the interpretation as such.

Again, I personally do not stand to gain from the implementation of a long term visa agreement for those tourists who wish to make believe they reside here within RD.
I would only like to see a higher class of tourist visit. We do not need more low hanging fruit in my opinion.

I have never stated that I will not follow the rules in place. I have previously stated quite the opposite in fact.
My personal beliefs are that they are ridiculous, and only meant to appease those with delicate personalities.
I can assure you I do not wear a mask if there are not any persons within close proximity.
I choose to breathe, not suffer.

How of elimination of the 30 day tourist card, and the implementation of the 6 month tourist card?
Would we not experience the same swinging pendulum that exists, when 6 month and 1 day arrives?

So Mr. Boyter, I pose to you the following questions as well.....
What would you consider a fair price to be for a foreigner to remain here within the RD for 3 months/6 months, without residency?

In my opinion, they should charge more than the current overstay fee, but not by much. Say 5000 pesos (overstay is 4000), paid at immigration upon entry, and stamped in the passport. Then double the overstay chart for anyone who doesn’t buy in advance, plus raise the possibility of not being welcomed back.

I would be for a 1 year option maybe you could extend the 6 months visa with a new 6 months visa and then that’s it.

I have been promoting - Pay In Advance.......online or in person

And CLOBBER them if they abuse their stay (overstay).....
either by $$$ or visiting suspension

What is the issue with the snowbird visa? Is it money or controlled entry? What I have read addresses one but not the other. It replaces one arbitrary amount of time with another. What problem are we trying to solve?

It's a matter of controlling visitation....

currently - you enter and become invisible... no real rules
PLUS become ILLEGAL after 30 days

The longer visa solves the illegality part and adds a measure of control to the system
Lots of longer term stayers worry about breaking the law but don't get residency

This is the exact nature of the problem. Everybody wants rules and regulations put in place, as long as it works for them.
Such is human nature. It also supports the argument to not change a thing, as you can not make everybody happy.

This is acceptable.
However, this really does not change the "hanging fruit" as you put it. Hundreds of dollars are easily brought by most tourists. These days are specifically known as the Haves and Havenots. A few measly hundred bucks or so changes nothing in my opinion. And ftr I definitely don't gain anything by this and want to spend the least bit posible myself. But that's how I got the money in the first place :)
