She is a legal resident, maybe even a Dominican citizen. She is light skinned and was married to a Dominican guy. She said Immigration never even asks her for papers because they think she is Dominican. I think all but one of our Haitian students were born in the DR. Several are waiting for their American residency papers.

The proof you speak of comes from a DNA test (not always required) and the father's name on her birth certificate and only two trips to the embassy if you have your chit together if your friend had to make multiple trips then he didn't have it together.My friend here had a child with a Dominican mother. He had to go to the US Embassy in SD many times, get all sorts of documentation and it took quite awhile. But he did get her a US Passport. That was 20 years ago. So yes she is a US citizen, but she has to prove it to the US...............She can't travel with any kind of Visa on a Haitian Passport. She needs a US one........
