New tax laws look like they will be approved unamimously

SANTO DOMINGO.- Dominican Republic’s Senate on Friday declared the bill to reform the country’s tax laws urgent and approved in two consecutive roll calls including last minute changes, which seeks to raise around RD$46.0 billion in addition revenue.
The initiative was passed unanimously with the vote of the 30 senators present in the session, with only Amable Aristy and Carlos Castillo absent.
The pending legislation will also provide a tax amnesty to all taxpayers with pending debts to the Internal Taxes Agency, in a bill yet to be approved.
“All capital gains whose origin can not be justified and all goods or property rights or acquisitions that do not match the income or capital declared by the taxpayer are unreported income and nonexistent debts that are submitted in tax returns or registered in the accounting ledgers or other records as the basis for the purposes of determining the obligation,” notes one of the articles.
It said all unreported income in accordance, “with the provisions of this paragraph will join the taxable tax for the determination of tax liability in the period they are discovered, unless the taxpayer proves beyond any doubt that they’ve been the owner of the assets and rights in question at an earlier date than the limitation period.”

SI SE APRUEBA EL COBRO DE IMPUESTOS A LOS ENVIOS DE BAJO VALOR: Seriamos el primer pa?s en violar el Tratado DR-CAFTA. En el caso de los pa?ses DR-CAFTA, incluyendo los Estados Unidos, afectados por este impuesto apliquen una medida similar, todas las exportaciones dominicanas de bajo valor estar?n sujetas al pago de impuestos y provocara retrasos en la entrega. El trasporte expreso de mercanc?a retroceder? d?cadas pues no se podr?n cumplir los tiempos de entrega por que habr? que cumplir con los procedimientos de desaduanizaci?n. El costo administrativo y operativo para las aduanas seria mayor que las recaudaciones logradas con esta medida. Si el sistema courier colapsa en Republica Dominicana por la falta de una entrega expresa, las empresas de transporte a?reo podr?an retirarse del mercado y estar?n en peligro las exportaciones dominicanas de vegetales y productos agr?colas, las exportaciones a?reas de zona franca y las importaciones en general.

El Senado de la Rep?blica, de manera s?bita incluy? un nuevo Art?culo al Proyecto de Reforma fiscal en que establece que todas las mercanc?as de bajo valor amparadas en el Decreto No. 402-05 comenzar?n a pagar impuestos aduanales. El Decreto 402-05 que contiene el Reglamento de Despacho Expreso de Env?os fue notificado a la Oficina de Acuerdos Comerciales de los Estados Unidos (USTR) en cumplimiento al Art?culo V del Tratado DR-CAFTA, para cumplir con el Articulo 5.11 de implementaci?n del Tratado, por lo tanto este reglamento es vinculante y parte de Tratado. La implementaci?n de impuestos a los env?os de bajo valor SERA UNA VIOLACION AL ARTICULO 11.13.c, sobre compromisos espec?ficos del tratado DR-CAFTA que establece que: ?LAS PARTES MANTENDRAN AL MENOS EL NIVEL DE APERTURA DE MERCADO QUE OTORGUEN A LOS SERVICIOS DE ENVIOS URGENTES EXISTENTES A LA FECHA DE SUSCRIPCION DE ESTE TRATADO.? Esta medida, en vez de contribuir econ?micamente en forma significativa a la reforma fiscal, solo contribuir? a reducir el nivel de apertura del mercado y vulnerar?a los compromisos internacionales contra?dos por el pa?s y una fragante violaci?n al Tratado DR-CAFTA. Exhortamos al Congreso Nacional a revisar esta medida que en vez de contribuir a ingresos fiscales, solo vulnerar?n los derechos de nuestros usuarios y colocar?a nuestro pa?s en violaci?n al DR-CAFTA.

They approved it in the first reading, the second reading is (I think) on Thursday.

They RECONFIRMED the taxing of Internet purchases of lesser-than-200-dollar value.

The final vote will be after the second reading.

Since the DR got involved with the lice that run the IMF it has been all downhill for the Country. And it will never stop as long as the Politicians in the DR want to get their hands on the money the IMF is promising.

Talk about "Selling your soul to the devil."

Did I stumble into the wrong thread? Is this an IMF thread or an update whether they passed the tax on internet transactions under 200?
This is important because if they dont care about law (CAFTA) we as individuals can rightly assume they can overturn or break any laws they (Gubmint/Crooks) see fit!
Meaning expropriating bank accounts property etc. If this flies nothing here is stable or sacred therefore DO NOT INVEST in our country we have no true reliable legal system.

if so, that could prove troublesome for many small ticket items.
