Something different here today.

After you pass the immigration officer you normally quickly hand in reciept and enter departure lounge areas. Today there was a long queue to hand in receipt and two senoir immigration officers checking passports and stamped forms. I was asked when I entered DR last time after she scanned through my many entry stamps. Probably nothing but different.

DON'T MAKE IT HARD, FOR ME TO GIVE YOU MY MONEY !

After WWII, Canada and the USA had a jump in the birth rate. They called it the Baby Boom.
Check out......
USA - https://www.populationpyramid.net/united-states-of-america/
Canada - https://www.populationpyramid.net/canada/2017/

The DR did not experience this - https://www.populationpyramid.net/dominican-republic/2017/

Lots and lots of Baby Boomers are now retiring and joining the ranks of the SnowBirds.
There are lots of them. Many have money.
They are looking for a warm, safe, (and cheap) place to spend their Winter.
Most have no desire to work. They just want to relax and enjoy retirement (and SPEND $$).
Very few have any desire to stay for the Summer.

What 3rd World Country would not benefit from encouraging them come and spend 3 to 6 months there.

As a SnowBird I understand that...
-every country must control Immigration
-extra people cost the local government money (example: Paving all the streets in Sosua)
-winter visitors must “contribute” to the Government coffers
-most Canadians and American don't speak, more than basic Spanish (and are too old to learn).

If you (must) take my money.... Don't make it difficult to give it to you!

Don't make me go to your Embassy (or the Capital) personally.
Don't make me get obscure documents, then translate them, and get a Lawyer to certify them.

(This is why) I liked the present “Fine on Exit” model.
There is a clear table, that all know. It says.... 30-90 days pay 2,500P 3-9 months 4,000P
Every Airport has a Both to pay at.
You just show up, with your Passport. It take 5 minutes.
This simplicity promotes compliance.
What I dislike about this Model is... after 30days many people think that you are committing a crime and must pay them (or pay the real Government)

I welcome any reform the DR implements.
BUT Please.... Make it clear. Make sure all YOUR people understand it. Don't introduce it without warning.

DON'T MAKE IT HARD, FOR ME TO GIVE YOU MY MONEY !

I doubt it, one law doesn't know what they other is doing...

Being legal immigration wise, doesn't negate the other laws that place limitations on what you can do while here and for how long.

My last exit the guy found an entry from a few months ago and told me to go pay the fee...they were handling it like idiots, instead of standing to the side they were trying to walk through the line which was already crowded. I had my documents set on the page of my last entry stamp but the guy pulled them out when he was looking without realizing how I was trying to be helpful. I found the last entry and showed him I was legal and continued on my way.

I really hope still that nothing is changing but i am making plans to stay in the US more, sooner rather than later.

Probably correct --
the 'Do It From the DR' was part of the now gone Amnesty Deal....as I remember

Normal applicants do it from the home country --- same as US visas were.

It was posted by Abreu 2 months ago that there were possibilities to go it from the DR the way as described in the post I linked above.

Many months ago I mentioned this happened when I was at Santo Domingo on December 19th last year, but I was told by other people on DR1 that I must have been imagining it. What I saw was that there were several uniformed officials as you got to the exit where you hand your slip in. They asked to see my residency card again and let me pass. I hovered just past them and heard that they were giving one guy a hard time who had multiple stays - I presume overstays - and he was getting angry saying he was about to miss his flight.

This is nothing new, they are always standing at the exit collecting the forms. The reason there was a long queue is because they were actually doing their jobs. Usually the senior immigration officers are standing on the side talking or on their cell phone leaving just the junior officer to collect them without looking at anything.

I don't know why you have the right to say how many months is sufficient for a snowbird. I have many clients and friends who have been coming here for six months for many years. Many would just go elsewhere if they could not stay for that time without jumping through Residency hoops, to the detriment of the Dominican economy - especially the north coast.

Agree 2000% percent. People will just go elsewhere USA/CA citizens have alot of options. One of the main attractions/benefits about coming to DR is the simple immigration process, the pay fee when leave option. That's why many came here vs say other similar countries. And that offset alot of the headaches, and hassles of being here.

Brazil tried to play hard ball with their immigration for awhile saying USA citizens had to go through the same process to get visa to go to brazil as Brazil citizens had to go through to come to usa. And what happen americans stopped going to brazil so much last year brazil changed the process now you can do the whole thing online for $40 and get 2 year visa instead the old way sending in passports waiting paying $160 etc.

Americans/CA simply found new places to go. It's nice beaches and cheap places everywhere for less hassle.

Yes we know the locals don't care and understand but most snowbirds don't care either. It's much easier for a snowbird to switch destinations than for DR to attract more money.

Colombia was never mentioned for expats now it's on top 10 list of best places to live. So if DR makes it a hassle for snowbirds they will find somewhere new..fast. Many of the people including veterans of this forums said they if they had to start over they would go to Colombia instead of DR. But they are already rooted here.

Colombia give 90 days up front then extends up to 180 easily. Has many visa options straight forward simple process. And 25% less expensive than DR with more things to do and better infrastructure and more educated population.

Mexico said its over a million americans living in mexico illegally but they don't enforce it...why? Because they said it's good for their economy they know all those gringos bring billions to spend locally.

DR probably won't put 2 + 2 together, and it has a balancing act its trying to get rid of hatians and Venezuelans while not filtering out the gringos...as domincians would say "it's a little complicated"

It seems the people who do have residency want others to experience the same pain they have went through in getting settled here. But most won't bother. Snowbirds aren't tied to DR (with house, car, spouse, kids etc) it's just a long vacation.

So if all else fails snowbirds will just change the airport code when they buy their ticket and find a new place to spend their winters.

Thanks for info on Brazil. During the last world cup i almost booked a last minute trip to brazil. There was a great one way cruise from Florida to São Paulo.
Luckily i found out what a nightmare a last minute visa would be.

Now i might finally visit.

The amount of snowbird staying here is not as big as the floating turist that come max for 2 weeks, that makes the diference, and another reason in my personal opinion to do it is because Haitians, heard so many times that we only enfoced inmigrations law when is a Haitian, so now we are trying to do it to every body and also now more complane now because are not only to Haitians.

We'd all be well advised to re-read Buster Blowhard's novella about searching for a retirement country.

He analyzed the Central American countries in depth with visits, etc.

Exactly! the visa is the reason I came to DR instead of Brazil. The original plan was to go to brazil. Then they said oh you need to buy your $1000 ticket first send it in with passport, a money order for $160 and list of other things to brazilian embassy and wait bla bla weeks.

A Canadian told me what about DR? I looked up DR it said land and get 30 day tourist card upon entry for $10 and if overstay pay $20 - couple hundred dollars.

So DR it was.

Here is the brazil evisa info if anyone else is interested - http://vfsglobal.com/brazil-evisa/

If they want to stop the Haitians without discriminating there must be a logical solution.

Have six month snowbirds prepay their fee in advance with a huge penalty if they overstay. Make the fee more than it is now. Most Haitians coming in to work or rob will not have it.
