It seems things have changed a littoe on this topic.
Countless insurers all had the same conclusion here in SD.
Without a drivers license(could be out of country, but a catch there) it seems almost impossible to get full coverage insurance.
Everyone now wants D.L to provide the full coverage.
You can however acquire the 3rd party insurance.
