Punta Cana Lowest Prices All Year
No question. Short of renting a private beachfront villa, it may be the best resort in the east.
Or Hyatt Ziva if you have children.
Much better than Sanctuary.............if you like the beach.

Since you rated Tortuga on top, having never visited these three, I will take you at your word.
Yes, but Royalton Punta Cana is right next to Royalton Splash and while guests at Royalton Bavaro or Royalton Punta Cana both have walking access to Splash and its water park, Royalton Bavaro guests need to take a shuttle (or plan on a very long walk) that comes and goes twice a day.
Royalton Splash like some of the other lower price point resorts seems to attract the local weekenders.......and it is a source of complaints and consternation for many at the behavior of those guests........which I believe RDKNIGHT was hinting at in a post above......but at another resort.

Well by and large the demographic that P.C is targeting is the budget traveler. Golfers are not really budget conscious guys. Some of the resorts certainly cost more. That is (gonna get beat up for this) where blue collar elite frequent. Big Ed the parts counter boss at a Cadillac dealership, jimbo the union boss for new England bus transit.They certainly have the financial wherewithal to spring for rooms with a jacuzzi I just choose not to circulate with them.
I am not a big water park type fan, so that would take Splash out of the equation. The kids really just enjoyed the pool at whichever resort we went to. Honestly it has been quite a while since I visited Royalton Bavaro. We did try the Hard Rock years ago but amongst other things it is just too massive for my liking. We did go to Eden Roc and while it is considered one of the more elite "resorts", for some reason I did not like it. Villas are nice but I just could not get a feel for the place. Zoetry was the same issue, just didn't like it that much.
Generalizing goes many ways. What would simple Joe’s say about “Golfers”?:
Old farts in Burberry shorts hitting small balls with a stick until they get them in a hole in the ground. All day long. And because they are handicapped they move around in electric wheelchairs (4 seats for bragging rights) and still call it a sport. They eat expelled salty eggs from slimey stinking fish and drink the waste of rotten grapes and say it is delicious. They need big cars and big rooms because they have a big ego that always goes with them. Sometimes they carry a woman who is A: beautiful, dumb and paid for or B: from a rich family of standing because she is from a rich family of standing. Joe doesn’t understand these stupid people, doesn’t want to play their stupid games and eat their stupid food!
It’s good there is something for everybody, no need to take others down.

I'm with you Big on all-inclusive vacations.
I take it that you're not a golfer. I am and probably fit your profile. As Winston Churchill said about golf: "Golf is a game where the object is to put a very small ball in a very small hole using implements unsuited to the task." It's also the most fun you can have with all your clothes on (my quote).
All of these are about 500 US per night. For that price anywhere should be good. I really wanted to go to Hyatt Zilara but when I saw a couple of video reviews it seemed atrocious for the money - you have to get up early to get a sunbed near the pool and there are lines for drinks.
Having lived and worked in DR for many years in the hospitality sector I honestly think that Dominicans can't do service well at those price points. There isn't enough education and culture here. Compared to somewhere like Thailand or Sri Lanka where the population is way more educated and more service focused.
It's no surprise that the vast majority of hotels in PC cater for the masses with cheap food and lots of drinks. The Carnival crows who come to party don't ask too many questions about the service and the quality and that's how you make money in the DR
I think the most honest is Hard Rock for gambling the rest of the gambling houses you will not see me sitting at a blackjack table or playing a one-armed Bandit corrupt and no regulations.
in one gambling house I was doing my best job of counting the cards in one shoot I seen nine five of Spades come out meanwhile there were only seven decks so that means there's only supposed to be seven five of Spades but I counted nine in one shoe so they are loading the deck with low cards gives the house another advantage
If you can find Tortuga at about $500 a night...you should book it.
Whatever they may be lacking, most of the resorts have built a successful business model catering to mass market AI tourism.....and the proof is in the numbers of people going there and the number of hotels being built.
That having been said, the same people who helped build Punta Cana are now the same people pivoting toward Cabo Rojo.

It makes me sad that in my life I will never experience the joy of gambling in a casino or betting on anything.
I thank God that neither Mr AE or I got that gambling gene. I don’t even play the lottery (Mr AE does occasionally). My dad’s family was filled with gamblers and I saw what it did to many of them, and one of Mr AE’s brothers had the bug. Us living in casino-land, and him working in casinos over 40 years, it could have ruined us.
The whole point is that the majority of tourism is the Carnival-cruises brigade, mass market bottom end tourism. From Europe they do all-inclusive packages with a long-haul flight for about US$ 1,500 per person for a week in the depth of winter. And they pack out flight after flight with that lowest-common-denominator formula. Which works well in DR. You have the weather, the staff are relatively cheap, the beaches are nice. My point is that once you try to go up a notch and do what Antigua or Mustique or Barbados are doing, you just can't get the staff to deliver that type of service to justify the price ticket. No way would I pay US$ 800 a night for Torguga bay, nice as it may be, because I am pretty certain that the service levels, the quality of the accommodation, the whole deal would not come close to what I would expect for that price tag, or I could get somewhere else. It's just not what DR does well.
And that's why what you mainly find in Punta Cana are more and more of those places catering to the masses.
You are aware that Tortuga Bay is five diamonds, right?
Plus, the entire island of Barbados or Antigua fit in the La Altagracia province.

In terms of population, more people live in just the Punta Cana/Bávaro area than in all of Antigua. La Altagracia alone has more than all of Barbados. Are you saying that a country with 10 million + can’t find the 100 employees at most for a hotel targetting the very top? There are probably more people living a middle class/upper class lifestyle in the DR than there are people of all types in the Lesser Antilles in its entirety. The scope of things aren’t even comparable.
I am not sure I really get Marias theory either. I think the DR can do the high end market. All those employees in the industry also gain experience and the industry develops.
