I have just written a friend in Merry Ole England who was a proof reader for the London Telegraph. He will get back with the "being salty on" meaning. I'm sure it's British in origin.

I admit that it does sound British to me too, but my mother is British and I never heard her use the expression.
I'm putting my money on a typo.

One's placement at the table above the salt shaker once indicated high rank. Salty speech has power and impact and a salty character has vigor and vitality. Conscientious workers are said to be "worth their salt."

Yes, I have heard it somewhere long in the past. Not common slang. Maybe used in the armed forces or Down Under?
Means "horny" because if you are sexually aroused the taste of your saliva changes.

Definition : Salty on (verb)- To be upset with or show disdain toward (for the most part)

Can you just imagine me telling someone I am upset with, that I am salty on them, and them thinking I'm horny for them.
