Crazy experience. The one flaw is that the only way construction starts is with the full investor commitment. The developer cannot and will not start construction without the full financial commitment. So either a flaw in the guys story or a miscommunication.
Building a mega project in the DR is not an easy proposition. There are many hands held out that need shall we say......slicking. You need deep deep deep pockets. Like deep inner planetary magma pockets.

That was an area where a cruise ship port was being considered? East of Cabarete?
I am a bit confused on the land auction and its connection you mentioned to cruise ships. I suppose it was just an example of another property sold by auction.
There is a property just west of Cabarete center listed with Sotheby's , for a long time.
La Boca is somewhat isolated - just like Amanera, so maybe Ritz-Carlton is looking at it the same way(?).
Mike- Don't you remember when this property was first bought years ago? I remember we talked about it. No, it was never meant to be for cruise ships. It was going to be developed as a high end resort. They even had a website and responded to my inquiries. It was going to be one fantastic place (that never was.) Remember, the property was loaded with beautiful palm trees and the first thing they did was cut them all down. I clearly remember you saying that they paid heavily for that.

It was about the time that you had a party at your house and invited me. I had a conversation there with someone else you invited who lived across the street from this land. That man was hopeful that the value of his land would escalate.
The name of the resort that never was is Amber Cove- the same as the cruise port. Perhaps that is what is causing your confusion. The entry way is still there with the name on it.
So is Dorado in Puerto Rico. The ocean is rough, the town is dead, there is however a Krispy Kreme on the main highway far from the hotel, but other than golf it's the only reason to visit Dorado. The hotel is super nice but for their prices you need to be Michael Bloomberg.
The Ritz has 2 nice golf courses but nothing special compared to Playa Grande. I have played the Dorado Beach courses, but when it has been raining they don't drain fast enough and they become mud tracks.
Chi Chi Rodriguez used to live in the town of Dorado and may still own an older home there ? Met him 4 times playing golf at different courses in PR. Got my selfie with him in Coamo Springs. He's a tiny little man, made me look like a giant standing next to him.
Isolated does not bode well for repeat customers.

Where are the Ritz Carlton doubters? Are they now holding their skepticism in Reserve? Of course this is not a Ritz Carlton in Sosua, it is Cabarete. Sosua has its own Marriott Beach Club property.
I agree the video was odd as far as being able to tell exactly where that T intersection is and the orientation. The drone video shows trucks working on a section of the road.
I have been to the location, quite a few times, where I think the Ritz Carlton Reserve is going to be built at south eastern end of the "miracle mile" as a Russian development company once tried to call it. Is it not just where you now take the boat to Wilson's Restaurant on the other side of the river? Just a bit south southeast of where Boca de Yasica is on this map?

That's my understanding as to where it's going to be, too. From the other video, it looks like they are bringing in a road from the main highway a little bit to the east of Camino del Sol(?).
The unpaved section in your video is in nowhere as good a shape now - passable in a regular car, but a lot of potholes. I was there two months ago. I'm sure it's even worse after all this rain.
There were two ways "in" towards La Boca from the main highway. I suppose they could use the one more to the east instead of the route taken by the moto driver in the video I posted which uses the western entrance.
Let' see how long this takes now that they appear to have begun. A year or two given how things get done here?
And just to the West of Villa Tropicale are these two massive former vacation/ resort properties...fully vacant and decrepit.
