Forming a collective organization for the empowerment of these Women is in no way limiting their "free will". It is a way of providing for their protection, education and advancement in a society where the poor rarely find opportunity for either.
Nobody is talking about 'governing' these people. We're talking about empowering them and what's wrong with a Hooker saying to a client "That's not in my contract"? Do you go to the dentists office and demand a hand job (which is not in HIS contract)? Service providers should be empowered to set the terms of their services, operate in a work environment which is free from pimps, bad cops and shady customers and expect to progress economically and educationally to the point where they are no longer limited to working in the sex industry but are capable of sustaining viable business interests of their own and provide for the needs of their families.
I don't know where you're coming from with these remarks but surely you can agree that if prostitution as a legitimate endeavor can actually provide a way out of poverty rather than a means for Women to be used up and thrown away as they age through the advancement of their collective interests then it can solve problems at personal, regional and national levels.
Providing Women with venues, districts, clubs in which to provide sex services free of predators is not a new idea and it works in many parts of the developed world (Germany Netherland, Australia, Hungary, Nevada, etc.). It gets the hookers off the streets (along with the scammers and scandalous skanks), provides needed income and serves a social purpose.
