As slow as it is projected it should lose a lot of force crossing the mountainsbefore arriving on the North
Coast

Look at this storm on Windy then click on the rolling forecast bar at the bottom of the page.

I'm not implying it's not going to cross the country, but the Windy.com forecast sure doesn't support it.

Now on the 11AM update,
no strengthening, the wind shear keeps it on it's level.
And the forward speed is almost stopped, means it is on the point to turn already.
Due such early turn it should not come close to Haiti, but approach DR more towards the East of Santo Domingo, but such exact location/area can not be told before the turn completed and it is moving forward again.
This could become a very very slow moving storm over land, raining down on certain areas for many many hours.
If you are anywhere near areas vulnerable due flooding, get the heck out of there.
The exact footprints of this storm are not necessarily set, yet, we may see changes, so we have to watch it all the time now.

OK, just started raining here in San Cris about 5 minutes ago. Let's see how long it lasts.

Are there any "reliable" maps that outline the flooding zones? Or best to ask those who have lived in the area what they have observed?

Not really.
At this moment the storm is almost stationary, it takes hours to do any turn.
Only once the turn is finished and the storm goes into a steady certain direction, then you would know where it will pass through, where exactly it's waterloads will come down to etc etc etc.
This afternoon we can just wait and observe what the final outcome maybe tonight or tomorrow will be.
Anyways, who is in the "assumed track" of such water amount living in an area prone to flooding, should by now already have the luggage ready to move out as soon as it looks like his/her area will be affected, and by the actual forecasts a heck of the mayority of the country will get at least "some effects", some get the whole 9 yeards.
My Panels are tight down now, I just came back from a few hours away from the Ranch to do some stuff in PC Village and the CC Marina.
Now waiting that my house dragon has the food ready for my boys, which we await by sippping some good german beers on the front porch.
It just rained here for 10-12 minutes strong with good wind, right now, as I type, zero wind to feel and zero rain coming down.
It is all still very far away and we do not know, yet, Where it really will go and rain down for the next couple days.
I have myself here no problem with any water loads, I have all 5 present buildings on the Ranch on a high level and as we are a rocky area with a million wholes, waters have their way to go down into the ground, they proofed to do so on prior storms which passed right here with many hours of constant rainfalls, so no worries on our own side here.
Others need to know their place, what amounts can be taken without problems and when to move out to leave the received waters some days to go down to manageable levels.
Most storms we get here, like Franklin, too, are not any real danger due their wind force, so 20 miles per hour higher or lower wind speeds are really unimportant, but it is always about the water amount your property/area/surroundings can take per hour for many many hours, without putting your family's life at risk.

We stay tuned.

To me Franklin is loosing significant powers this afternoon.
It is for already too long barely moving forward anywhere, stirring up every hour more and more cooler waters from the depth, cutting into it's fueling system which seems to be interrupted to me.
Central pressure is up again on 1002mb, which is typical for a strong TD, on the edge to be a TS.
On Sat its former one wide area of thunderstorms and rain masses is now devided in different sections.
The cooling waters and the still present(but retreating) wind shear do their job and hit it's fueling system.
Hopefully it will not come back into shape, but that's impossible to tell.
Also, such storm always has its ups and downs during a day, pressure rising and falling again, windspeed measured rising and falling again, those measurements are anyways only estimates taken from calculations looking on Sat shots.
But as fact, during the last hours this afternoon, it's former good shape is gone, its central pressure risen, its max sustained winds i would not put on more than 45mphrs, even less at this moment.
We will see what the trend shows this evening and tonight.

As said, it might become cat 1 hurricane before landfall so we will find out tommorrow.
