I'm almost positive you can. There are reports of people getting many of these at one time, kinda like a service. Last year was my first time and it was fairly easy.
That’s my recollection. I’ve had others get mine and do many other mundane tasks. I avoid crowds and lining up for anything I can have someone else do it and I’ve always been happy to pay for the service.

Was that on the North Coast?

Friend of mine went yesterday to get his marbete and he asked me if he needed a copy of his cedula, I told him not.
He went to the same place where I go the last 10years and they never asked me for a cedula, and they told him he needs a copy of his cedula....

So I checked the DGI and the Presidencia de la Republica Dominicana on the interweb:

Oh, and the CDN.com.do: CDN.com.do

Same thing just happened to me. For 15 years, all I need was a copy of the title(matricula). This year they wanted a copy of my cedula, also.

I wonder if you got your new marbete at the place on the main road in Sosua? I got mine and a friend's there a month or so back, and was NOT asked for a cedula!

La Nacional in Sosua asked for a copy of our cedulas, a paper copy we had to get done a block away, of my cedula for my car and my wife's for her car, when getting the Marbete.

Seems silly because they can look it up on line to verify it. Duh....

The first day out I was at La Nacional in Bavaro and got the Marbete. No mention of a Cedula. They than asked for a photo op as I was the first one issued in the DR at LN to get one. I was there when they opened. One week later I got a call from La Nacional asking about a Cedula I answered as I figured it had to do with this photo. But they were bothering me about a Cedula. I just hung up as my Cedula is fine. Then a day later they located my Whatsapp and sent a polite message in Spanish asking for a photo of my Cedula which I sent. Never heard again from them. Must of been a new requirement.

But as Windy said. Very easy to verify. Just more ineptness.......

I guess they don't trust the tellers with that detail and want a paper trail like the paper copy of the matricula,
which is also available on line.. And so it goes.

I've owned my vehicle for 2 years and never was asked about a cedula. Just a copy of the title. I do not have a Cedula, only a US Passport since we live primarily in the US.

What happens then?

this article in the "Presidencia de la Republica Dominicana" does not mention a cedula as a requirement. It does mention a clear copy of the license plate has to be submitted

Not in October when I got mine and my friend's at La Nacional without even showing our cedulas!

You use your passport as presumably it's the number on your matricula if it's your car.

I'm assuming that now you'll just be asked for a copy of the front page of your passport. If you look on your title, you'll see your passport number(or cédula if you're a resident).
