You are wrong, the bridge Will be complete by June 2023, I see President Luis Abinader conducting that grand opening ceremony just before next presidential elections.
He is not nut!

I completely understand what you mean. However is it only on him to make it happen? Long gone are the times where the King's words were considered law. Even though I have no doubt in my mind that he'd want this finished as soon as possible, it's not only up to him. In the end he has to convince a lot of other people that this is important enough that it has to be done before a certain date.
And according to all the rumours it's been halted because of not having agreements with those on each side of the river, then this could potentially become a lengthy process.

It isn't a rumor that the land needed is in dispute. Government officials are speaking to the people that own the land.
No idea when or if they will agree.

I suspect it won't take long. They'll ask how much the owner wants, then they'll tell the owner how much they're going to pay via imminent domain, and come to an agreement pretty quick.

There are specific rules that Dominican law requires when they need property for the public interest

2.9 Condemnation, Expropriation or Compulsory Purchase

The Constitution and Law 344 of 1943 establish the legal regime for the government’s compulsory purchase or condemnation of real estate. The Dominican Constitution states that: “No person shall be deprived of his or her property, except on justified grounds of public utility or social interest, for which a person shall be paid a fair value before expropriation, as determined by the mutual consent of the parties or by the judgment of a court of competent jurisdiction, pursuant to the law. In case of the declaration of a State of Emergency or Defence, compensation may not be paid before the expropriation.”

Law 344 establishes the specific procedure that the government must follow in any case of expropriation. Because the provisions of this law are of public order, allocations cannot be modified by contractual arrangements between the parties.

You would think they would have known the process and got it all done prior to demolition but it's just another example of how things seem to operate in the DR

Now perhaps the failure of the bridge falls under a declaration of a State of Emergency.

Heck we all knew there was no way that bridge was getting done under the original time table.
Now they at least have an excuse for yet another failure.

One would think there already would be some easements in place since they typically extend a fair distance past the road way to begin with.

We will be talking about the status of this bridge for along time.

You haven't yet accepted Latin America negotiations.
By the time they negotiate an agreed upon price Rip Van Winkle will have awoken.

Condemnation will piss half of Cangrejo residents off - and that heading into an election year.

Nope it will drag on till we all forget there was a bridge there

Yes. My reason for my conclusion is that if the authorities (be it local or national) would be REALLY interested in making this quick, they would not have spent so much time and money on building a "1st class" road with the alternate route. Currently the only actually annoying part of the road is when entering/leaving Montellano where the road is just too narrow for heavy traffic. But it wouldn't surprise me if they decide that another option is even cheaper/easier than having to make a just offer that the residence will accept. And also I just know too many stubborn Dominicans that it doesn't matter how much they get offered, they WON'T leave their home, because it belongs to them.
Anyhow, however it goes, this is going to be VERY interesting to follow.

Yes that short trip through the commercial district in Montellano is a bottleneck.
Not sure a 1st class road ever existed and the repavement work is slowly beginning to heave in many places due to overloaded trucks. It's especially bad in Sosua Abajo and near the beach and even in front of Star Hills there is subsidence

It took 30 years to replace the bridge in La Isabela because of land claims IIRC.
La Isabela always been a forgotten and isolated town.
I hated when I had to go over there once a month as a sales person for a cosmetics laboratory, it was not worth for me.
Same Luperón, both are dead towns...
Talking about twenty years ago!

The local news reported on these negotiations but did not state any outcome.
I was trying to find out if a decision has been made.
