The fuses were blowing because high voltage lines were run under ground. Those lines had cracks in their insulation and when they got wet they shorted out blowing the fuse . The fuses are not the problem, they are the protection for the cables down the line shorting out. That is where the focus should be in finding out what is causing the shorts and then blowing the fuses.I don't know what the problem was here, but I don't think it was fuses though(?). The power went on and off too many times in a short period of time. The power went out again a couple more times after I posted. About 6-7 outages within two hours time.
