your insurance carrier has no obligation to pursue the case in the event that you also only have liability insurance. i did file a police report, and notified my carrier, simply for the record. it is the duty of the adverse carrier, upon notification, to make a decision within 30 days, and to notify the complainant , in writing, about the nature of the decision, and its cause. they have to let me know why they are not paying my claim, or i can bring a bad faith action against them.

That depends if the DR is a 'no fault' insurance or not. I don't know if they are... in case of 'no fault' insurance your company pays, there is no back and forth between the companies.
From what I understand from JD the DR might be characterised as a 'no fault' environment even if technically this is not so.
It therefore follows that you should be on to your insurer to get a result - even against logic
