I'd consider depositing the monthly support payments into the bank and sending a picture of the deposit record to Mom via whatsapp or however you communicate with her.
Short and sweet: The money starts up again when visitation rights are honored.
Make it worse initially? Probably but the money will win out in the end rather quickly I suspect. I can't see them going to the court to tell the judge that you stopped paying because you aren't being allowed to see your kids.

I was gonna post something earlier like "put the word out that you hit the Lottery, and then DISAPPEAR ".. but that is Risky and Not trying to be funny here .

Personally I would move out of the DR completely , ASAP.. make like you want to disappear, and pay nothing.
Make them spend money to find you.
Seems to me you are fighting her on her turf, where you can not win. Or even if you do, it will take a LONG time and force you to spend YOUR money.. Make THEM spend the money.
The only thing that is motivating these people is MONEY. you are NOT going to Smooth TALK your way back into visitation rights, imho .

Unfortunately, a foreigner will not, and can not win in this situation. The odds are better in one of those casino games. Again, not making light of the situation, but it is the reality of it. The man is not the first, and most definitely will not be the last. As with the casino games, many should take time to know the rules and odds before they start playing.
you said earlier that you suspect she SPENDS $ on DRUGS and Alcohol . and the children sleep on the Floor on a mattress, and that there is no furniture ... because you suspect she SOLD it .. ?

Actually, speaking to many fathers in ther Fiscalia and Tribunal, thgis is not a different teatment due to being a foreigner....actually all other fathers suffereing the same I met were natives......In no way can I say that the Tribunal treated me in any way badly....especially not in regards to not being born in the DR....remeber I won the rights to see the Kids through the Tribunal in their sentencing......It is the EX who sates: NO!
Go to court ... you will win ,trust me... my friend was giving his ex who has his son 400 a month plus he was paying all the schooling and light bill the judge lower it to 8000 pesos a month ....also he gest his son everyweekend..after the judge ruling she just gave him the kid ( pawn) the money game was over..... with these girls here its money before all ...... money money money money money .....
I went to court....I won visitation rights ......I have a full sentencing in my favor. Problem is the Ex wife keeps the kids away from me....she does not comply with any visits....when I went to the fiscalia to have the sentencing enforced they ordered Therapy....which does not help.

Maybe ask the Fiscalia for help enforcing the order on your next scheduled visitation day. Apart from going back to court or withholding money, there isn't much you can do yourself to bring about your desired result. Perhaps find yourself a lounging policeman and offer him a thousand pesos to knock on her door with you.
The Fiscalia only said that all they can do is make an appointment for Therapy........I went to her apartment with Police, aguacil and attorney....she said: Absolutely no visitation........

Why do the you think the authorities take cars, motos, etc. instead of just handing the person a ticket for the offense? Because they know most Dominicans will throw the ticket in the garbage. Rulings mean nothing unless enforced. You stop payment and you will get a quick response. Otherwise you are whistling in the wind.
